Parliament Receives Audit Results of Government’s Financial Report
On Tuesday (20/6/2023), the Chairman of the Indonesian Parliament, Puan Maharani, led a plenary meeting to discuss the summary of the Audit Results of the Government’s Financial Report (LHP LKPP) for the year 2022 by the Audit Board (BPK). The BPK is obligated to report the audit results to the DPR and DPD at the latest, two months after receiving the government’s financial report.
BPK’s Report on Transparency Fiscal Performance
Chairman of the BPK, Isma Yatun, presented the LHP LKPP 2022 report to the parliament. The report also included the results of the Review of Fiscal Transparency Implementation, which revealed that the government has largely fulfilled the criteria of fiscal transparency based on international best practices. However, there were still issues found regarding non-economies, inefficiencies, and ineffectiveness, which amounted to Rp11.2 trillion, along with non-compliance issues worth Rp14.65 trillion.
Parliament Tasked to Address Audit Findings
As per the law, the parliament has the duty to address the audit results of the government’s financial management and accountability presented by the BPK. The meeting also addressed the findings of the audit on infrastructure development, particularly the inadequate asset management of the toll road concessions, wherein 87.90 million cubic meters of land on 33 toll routes still lack certification. Furthermore, the audit results on the management of state equity participation in state-owned enterprises concluded that the management was carried out according to the criteria, except for some exceptions.
Thanking an Excellent Collaboration
Puan thanked the BPK for their cooperation in presenting the audit results. She also spoke about the Supres Bill on Asset Seizure from the Government, which will be swiftly addressed, following the proper mechanism. However, Puan emphasized the importance of not rushing the process, wherein the parliament must still consider feedback and critiques from the public.
Prioritizing the Discussion of the 2023 KEMPPKF
The parliament is currently focusing on the Kerangka Ekonomi Makro Pokok-Pokok Kebijakan Fiskal (KEMPPKF) for the financial year 2023. Puan stated that although the KEMPPKF is vital, the parliament also places significant attention on other legislation that demands urgency, such as the RUU Kesehatan (Health Bill), which still elicits different opinions from several groups.
DPR’s Future Legislative Agenda
The parliament aims to hold further discussions to produce more comprehensive legislation on the national health system. Although the RUU Kesehatan has already been passed at the first level of discussion, Puan emphasized the importance of listening to public critiques and feedback before proceeding to the next legislative stage.
